Sparaco started working Monday in the $75,000 a year position.  The 25-hour a week position does not include benefits: medical, comfort inns and suites or vacation comfort inns and suites or sick days.  As a legislator, comfort inns and suites Sparaco receives medical benefits.
In a statement prepared for tonight's Town Board meeting, Ballard noted the position was advertised by the Personnel Department for six weeks and drew more than 260 resumes.  Ballard said Rockland County residents were given preference. Sparaco of Valley Cottage comfort inns and suites has experience as a constituent services assistant having worked with the New York State Assembly Minority Conference for the Mid-Hudson Region for about a year.
Ballard said the constituent services position requires Sparaco comfort inns and suites to work nights, weekends and holidays if there is inclement weather and emergency situations. If more than 25 hours are worked in a week, then hours will be reduced the following week. He said there would not be any overtime pay.
I helped someone in the private sector comfort inns and suites fill the exact same position about 4 weeks ago. I received 300 resumes within three weeks. Three people were interviewed. One was hired at $20,000/yr. Her employer is thrilled with her work. I told Wayne and the town board this at the last meeting, and said that I would be curious to see what they would pay in the public sector and if it would be a political appointment. It's also interesting that Wayne is quoted in the Journal News as saying that it is not a political appointment comfort inns and suites and here Frankie blue eyes is saying that it is.
All Rockland County tax payers and business owners should learn from the Clarkstown Board muncipal hiring practices; most especially in their recent pick for Town Cert Attorney J. Savino and Constituent Service Clerk Frank Sparaco. Every municipality should hire more part time employees at full time salaries, and spare no expense at conjuring a facade of legitimacy, where none exist. ~ Anthony Melé

Frank Sparaco has started leaving a trail of dead bodies behind him with his political power plays. First was his mother-in-law, who is behind bars. Next up will be Wayne Ballard, who cannot possibly get re-elected with this bonehead move.
Where is the entire Ethics Board...where? Also as for as I know Clarkstown does electronically post jobs on the Town web site but rather (which is legal) but in Town Hall on a back wall what does the Ethics Commission and Good Government groups have to say about his appointment.
What qualifications does Sparaco have for a job as community liason considering ran a vending machine business before. Could this be a return comfort inns and suites of a political favor and an example of corrupt local party politics. There must be a multitude of people who are more qualified than he for this part time position at $75,000.
Over 200 resumes were sent in from Clarkstown citizens hoping for a job yet a member of the Rockland Legislature, that has brought Rockland County to near bankruptcy with who has experience as quoted in this morning's Journal News as running a tanning salon, gets the job. One other citizen of Clarkstown is this morning still looking for work and would probably have worked 24/7 for the 'part-time' job that Ballard handed out. Is there no shame anymore in the leadership of Clarkstown?
That's ok it's right up there with the parks and rec spending $150,000 over the last 10 years renting out st Francis church for a senior meeting when pascack com center was built to handle that club and save money renting out space....talk about a kick back.... Another TABOO subject that gets shhed at the mention of it
It is clear to me that Sparco (who controls the Independence Party), and Lettre (who controls the Conservative Party), have teamed up. Whoever comfort inns and suites these two give their lines to will win 95% of the elections. The Democratic and Republican candidates have to kiss their rings to get elected. comfort inns and suites We need election reform, or at the very least, term limits. The voters are disenfranchised.
Watching Clarkstown politics is like watching an episode of The Dukes of Hazard. Is Alex Gromack, Boss Hog? Will someone from the Republican Party please stand up and denounce this? This is exactly what everyone in the political middle aka the majority absolutely disdain about politics.
This is crazy, out of 260 applicants Sporaco's rose to the top, sorry I don't believe it. I think we should change our name to New Chicago. Gromack working for Brega Transportation, Sporaco holding meetings at Brega, the whole system comfort inns and suites is so convoluted comfort inns and suites I would not know where to start to fix things!
Outrageous! These people have no shame. 60 bucks an hour to handle taxpayer complaints for the highway department. It should be part of the job for a $35,000 a year clerk. Wonder if he's going to have to punch a clock?
Another thing, are you telling me there would be no conflict of interest everytime something do with Clarkstown roads comes up before the legislature. Or will Sporaco have to exclude himself, well that makes all the sense in the world doesn't it?
Is it possible that maybe the guy can do the job and help the community? One thing I know about Clarkstown officials is that they truly care about their constituents and take their jobs very seriously. The roads in Clarkstown are kept in decent order, infrastructure is improved every year regularly, and the officials get value for their tax dollars. Ed Lettre may be a political guy, but he responds to the needs of the people of Clarkstown regardless of who is standing in the way. The proof is in the pudding. Clarkstown is the best run Town in the County.
No Stephen, that is not possible. Besides, why pay $75,000 for a $20,000 job? By the way, Orangetown under Andy Stewart's leadership is the best run town in our worst run county. If you think Ed Lettre cares for anything but his paycheck and perks, please send me a bottle of that kool-aid you're drinking.
Ethics board? They're all political appointments as well. Just as Ramapo's school board has no oversight, neither does Clarkstown's Town Board. The only potential would be from the State or Federal levels, and it is unlikely that anyone from up high is coming to the rescue.
Perhaps what we need is some election reform. How about a candidate can only carry one political line in an election. That single move might reduce if not eliminate much of the back room deals and while the voters of those parties would still be able to vote for the candidate of their choice, the leaders comfort inns and suites of those parties might become the disenfranchised ones. Most elections have at most two viable candidates, let them have the two major party lines. The other parties have someone they want as their candidate, then they have to come up with another person. Just a thought.
Why is there no outrage!, and where are the news crews from cable channel 13, oh no wait a minute the have to worry about there franchise agreement with Clarkstown, run by Gromack, who approved this appointment i'm sure.
If you would have been at last night's town board meeting you would have witnessed the outrage. Gromack is innocent in this case. Wayne Ballard was given free reign to hire anyone he wanted to. If you want to cast blame, look no further than Ballard and his buddies Sparaco and Lettre.

You are entitled to your opinion and I respect it. But I have seen Mr. Lettre and other Town officials react quickly to residents comfort inns and suites concerns and complaints. As far as the salary I have no way to refute comfort inns and suites your claim that it is too high. I can only comment in my dealings comfort inns and suites with individual officials.
I just don't know why this big charade was put on for appearances. It was widely known that Mr. S was tapped for this position long before any of the resumes for the job came pouring in. In fact, Leg. Moroney made a comment to Mr. S about his affiliation with Mr. Ballard during a legislative meeting two weeks ago. It was a done deal and that is just the way it goes in Clarkstown. All the carrying on and moaning is not going to change things. I like Mr. S, he tells it like it is. He doesn't blow sunshine up anyone's fanny like the others do.
The Independence Party has a strange history. Marsha Coopersmith was an employee of the Clarkstown until December 2011 earning approximately $127,000 plus benefits while Chair of this Party and allegedly providing Supervisor Gromack that line. She was ousted by Debra Ortutay and Ortutay then allegedly supplied the line to Gromack and the rest of the Town Council.  Ortutay, who eventually resigned under indictment for perjury and fraud, is the mother-in-law of Frank Sparaco. The law firm representing her was that of Joseph Savino, the Bronx Republican Party Chairman who contributed comfort inns and suites in 2011 to the Independence Party of Rockland. Coopersmith comfort inns and suites was not re-hired and her work was outsourced by the Clarkstown Board to Ortutay's attorney, Savino, for an annual 'retainer fee' of $87,000.  The Rockland Journal News of February 28, 2011 in an article entitled 'Party comfort inns and suites Chair Sentenced for Petitions' summarized the criminal behavior of the leadership of this party as follows: The former Rockland Independence Party chairwoman, whose son-in-law is a county legislator, was sentenced to four months in jail on her guilty plea to forgery- and perjury-related charges involving petitions for the minor party line in 2010. Ortutay admitted lying to a grand jury investigating improprieties involving the signing of petitions for the party's ballot line during the Assembly race between her son-in-law, Frank Sparaco, and Assemblyman comfort inns and suites Kenneth Zebrowski.
