What’s different about the just-released California Districts Grade Cards is that these grades weren’t about students. What do the findings show? Most disturbingly, despite the existence of longstanding federal and state laws to turn around chronically underperforming schools, most districts failed to initiate efforts to do anything.
The highest-performing district was Capistrano Unified, in South Orange County, which earned a B grade.
