I am afraid that I do not understand your intention behind your comments. The comment for Le Havre was rejected as I am not a discussion forum on senses or economic background of car rental companies. This is from a cruiser to a cruiser. Therefore I am afraid that I have no idea what you want to know concretely. Warnemünde is no turn-around point so far for international cruise-lines - this will be changed luxury travel peru in next year with Seabourn. I can only repeat what I wrote... There was never a Hertz location in Warnemünde luxury travel peru but a delivery point at the cruise terminal. So before there was another location which is closed delivered the car to the ships now it is Rostock Rövershagener Chaussee itself. I called the Hertz Rostock office directly and the person helping me spoke enough English for me to make a reservation (cheaper price than what I was quoted when I called the US reservation hotline). I was able to make a reservation for Warnemunde. Before I got off the phone, I requested the confirmation number. I inputed this into the Hertz.com site, and was able to pull up my reservation right away. So I was able to visually confirm all the details and know that my reservation was done correctly.
