Without intimating a view as to the merits of the charges against the suspended officers, there is no question that, because they have been suspended, they can have no role in the administration and governance of Local 556, unless and until the proceedings against them are resolved in their favor; either by the Local Executive Board or by appeals to the International as provided for in Article XXII of the TWU Constitution. Both suspended Officers are required, at the request of the Local Executive Board, to turn over all the property of the Local to the Acting President, and to vacate the premises of the Local when requested to do so. The suspended Officers may seek to be reinstated into their offices through the proceedings provided by Articles XXI and XXII of the TWU Constitution; but they may not do so through their own extra-Constitutional efforts.
All employees and agents and vendors of the Local are hereby also placed on notice that the suspended Officers may not do business on behalf of Local 556, either internally by issuing instructions to Local 556 employees and agents, or externally budget hotels new york usa by committing Local 556 to any business arrangement with a vendor or professional, until such time, should it occur, that they are reinstated into their positions.
We also discussed the question of whether Local 556 ought to be put into trusteeship. We have concluded that rather than taking steps to do so, it would be more advantageous for both the Local and the International to see whether budget hotels new york usa Local 556, with the assistance of the International in such areas as financial controls and IT security, to let Local 556 put its own house in order, and to thus stabilize the Local.
